ANSI ASSP A10.33 sets forth the minimum elements and activities of a program that defines the duties and responsibilities of construction employers working on a construction project where multiple employers are or will be engaged in the common undertaking to complete a construction project.
1.2 Purpose. ANSI ASSP A10.33 is a basis for use as a minimum safety and health guideline for a program to provide a safe and healthful work environment, and to accomplish cost effective construction.
1.3 Exceptions. In cases of practical difficulties, unnecessary hardships or new developments, the enforcing authority may grant exceptions to literal requirements of this standard. These exceptions may permit use of other devices or methods, but only when it is clearly indicated that equivalent safety and permanent installation are thereby secured.
1.4 Modifications and Exemptions. All modifications to and/or exemptions from this standard shall be approved in writing by the project constructor and owner or designated representative.
2 DEFINITIONS
2.1 Competent Person. One who is capable of identifying existing and predictable hazards, and who has the authority and responsibility to take prompt measures to eliminate or control the hazards.
2.2 Construction Process Plan (Site Logistics Plan). A plan detailing the process of construction based on an engineering constructability review or design for safety review. Should consider both the permanent structure and temporary structures such as forms or falsework; identify high risk tasks such as heavy lifts; consider safety and health over the lifecycle of the structure; and include job safety analyses with proposed control measures to eliminate or control anticipated hazards.
2.3 Construction Project. All construction work performed by or for the owner as defined in the project documents.
2.4 Contractor. A subcontractor, specialty contractor or other entity as designated in the project documents, responsible for part of the construction process on a construction project.
2.5 Contractor Safety and Health Plan. A written plan developed by the contractor specifically for the work to be performed on the job site by the contractor. The contractor’s plan shall meet the requirements established by the project safety and health plan and cover all activities and conditions under the responsibility of the contractor.
2.6 Enforcing Authority. The individual or organization contractually requiring conformance to this standard by other employers on a multi-employer site, usually the owner or construction manager.
2.7 Hazard Analysis. A process used to assess risk. The results of a hazard analysis are the identification of unacceptable risks and the selection of means of eliminating or controlling them.
